(SBU) PolOff delivered ref a demarche as well as a copy of
the non-paper on "Defamation of Religions" to MFA Foreign
Affairs Officer John Kambona on December 3. Although Kambona
did not comment on Tanzania's voting intentions, he noted
that Tanzania is a secular state and reiterated the GOT's
interest in protecting individual rights (ref b). We expect
Tanzania will continue to abstain when the resolution comes
to a vote.
