(U) THIS CABLE IS SENSITIVE BUT UNCLASSIFIED AND NOT FOR INTERNET
DISTRIBUTION.
1. (SBU) Per Ministry of External Relations Diplomatic Note
DDS/105/ENER BRAS EUA, dated November 5, 2009, the Government of
Brazil as requested (REFTEL A) provided the assurances to the U.S.
Department of Energy regarding the handling of a small quantity of
highly enriched uranium (HEU) material proposed for export to the
Laboratory Pocos de Caldas, under the National Commission for
Nuclear Energy (CNEN). Post earlier provided a copy of this Note
with the attachment to the Energy Department and also to the State
Department's Bureau of International Security and Nonproliferation.
2. (SBU) Post understands that similar assurances were provided
directly in Washington to the Energy Department from the Embassy of
Brazil. Consequently, CNEN's Laboratory Pocos de Caldas should be
able to participate in the exercise indicated in REFTEL B.
