1. (SBU) The Embassy delivered Ref B letters under cover of a
diplomatic note to the Foreign Minister's office, as well as the
MFA's Union of South American Nations (UNASUR) Coordination Office
and Directorate General of North America, by e-mail on November 25,
and delivered the original on the morning of November 26. MFA U.S.
desk officer Sebastian Fonseca confirmed that the letters had been
distributed early on November 26 to the appropriate offices at the
MFA, Ministry of Defense and Presidency.
2. (C) Marjorie Ulloa of the Foreign Ministry's UNASUR
Coordination Office informed us on December 1 that the Brazilian
delegation had distributed the letter from Secretary Clinton and
Secretary Gates to all UNASUR participants during the November 27
ministerial meeting. Ulloa added that the letter had proved useful
in the discussion surrounding the U.S.-Colombia Defense Cooperation
Agreement (DCA) (Ref B).
