1. (SBU) Poloff delivered ref demarche to Ministry of Foreign
Affairs (MOFA) Mexico, Central America and Caribbean Division
Principal Deputy Director Noritsugu Takahashi on November 19.
Takahashi said MOFA has not made a final decision on the
assistance request. MOFA is curious whether or not the U.S.
Government sent a demarche to any other countries, and also
expressed interest in the degree to which the U.S.-based
election observers will be funded by the U.S. Government.
2. (SBU) Takahashi said MOFA is sending a cable to the
Japanese embassy in Washington, D.C. instructing them to
convey those questions.
