1. This is an Action Request. See paragraph 4.
2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Post's assistance in conducting
a pre-license check on license 050197112 for the export of
ammunition to Colombia. Post is requested to complete this
Blue Lantern check within 30 days. Lack of response to a
Blue Lantern check will affect pending and future licenses
involving parties to this license.
3. Reason for Request: The ammunition listed on this license
is of a military caliber and is tightly controlled. The
ammunition is specifically sought by criminal and terrorist
organizations in the region. This request is for Post to
verify this order with the government end-user and to
establish the bona fides of foreign intermediate consignee,
JFW Colombia S.A.
4. Action Request: Post is requested to establish the bona
fides of this transaction and foreign intermediate consignee
JFW Colombia S.A. by making inquiries to representatives of
the company and appropriate authorities of the Government of
Colombia. The following points are included for guidance:

principals?
--The purchase order to the U.S. vendor comes from JFW
American Technology. What is your relationship to this
company? What services do you provide to the company? How
are you compensated? Do you have a legally binding contract

--What are you annual sales of U.S.-origin firearms and
ammunition?
--Do you sell firearms or ammunition to customers that reside
outside Colombia?
--Please provide all documentation for this transaction in
order to confirm the ultimate end-user.
--What role is JFW Colombia S.A. playing in this transaction?
What role does JFW American Technology play in this
transaction?
--Will you ever have physical possession of this ammunition?
If so, please describe the security measures and procedures
in place.
--Are you familiar with the regulations governing the import
of U.S.-origin defense articles, including restrictions on
re-transfer or re-export?

the exact quantity.
--What role is JFW Colombia S.A. playing in this transaction?
Will the company ever have physical possession of this
