7. The Government of Mozambique represented by the
Ministry of Tourism (MITUR) in cooperation with the
Investment Climate Facility for Africa (ICF), and in
accordance with the objectives set forth in the
Tourism Policy and Strategy and in the Strategic Plan
for Tourism Development intends to contract a
consultancy service for the development of a web-based
portal, database and support service for the creation
of online regional One-Stop-Shops dedicated to
facilitating the licensing and registration of tourism
related projects and business. During the first
phase, these online One-Stop-Shops will be established
in Maputo, Gaza, Inhambane, Sofala and Cabo Delgado
provinces.
8. One Stop Shops will centralize and accelerate all
government licensing procedures, while ensuring
security and control on selection criteria and
registration. This program will be rolled out across
the whole country through a web-based licensing and
registration portal. The first phase begins in the
capital city and four other provinces. The selected
provinces have met the conditions for tourist
development, land selection and infrastructure
planning as well as internet accessibility. The
conditions for pre-qualification of an IT service
provider are:
a) Proven financial capacity;
b) Human resources and qualified resources for the
assignment;
c) License to carry out the service, statutorily
compliant with regulatory licenses, tax
clearance certificates;
d) Similar previous experience; and
e) Availability of after sales services.
Companies that fit the above profile should express
their interest in writing and send an application
letter and company profile to the address given above
until November 18, 2009.
