SUBJECT: NICARAGUA: HUMAN RIGHTS INDIVIDUAL VETTING REQUEST FOR U.S. - SPONSORED TRAINING: MILGP, CENTRAL AMERICA REGIONAL DISASTER PREPAREDNESS AND RELIEF SEMINAR IN PANAMA CITY
1. We request the Department's assistance in screening the
following individuals who have been nominated for USG-funded
training, pursuant to the Leahy Act and the Foreign Assistance Act.
2. The following individuals will attend the Central America Regional Disaster Preparedness and Relief Seminar in Panama City, Panama from November 30 through December 4th, 2009. The names are listed with the surname first, followed by rank and DOB:

Tijerino Acevedo, Ivan Antonio; DOB: 20 Apr 1950
Balmaceda Vivas, Clemente de Jesus; DOB: 20 Feb 1944
Perez Narvaez, Jose Luis; DOB: 18 Oct 1966
3. As the U.S. Embassy Managua Leahy vetting coordinating office,
we certify that Post has completed its own local vetting and found
no credible evidence of gross violations of human rights.
4. In order to prepare for the participants' travel, we appreciate
the Department's response by November 27, 2009.
