(SBU) Poloff reported the Goldstone vote results to Ministry
of Foreign Affairs Multilateral Affairs Officer Issac
Sebulime on November 10 per reftel, and thanked the
Government of Uganda for abstaining on the vote. Sebulime
reiterated Uganda's policy of abstaining on
"politically-motivated" resolutions in the UNGA, noting also
that this particular report was hundreds of pages long and
that Uganda cannot analyze human rights questions beyond the
region of East Africa.
