RESOLUTIONS
REF: 09 STATE 116264; STATE 108921
1. (SBU) Costa Rica will oppose no-action motions on, and support
the resolutions against, Iran, Burma and the DPRK in the Third
Committee meetings and the UNGA. The GOCR will also seek to
influence the government of Guatemala regarding it's plans for the
UNGA vote on the resolutions.
2. (SBU) Deputy Director of Foreign Affairs at the MFA Linyi Baidal
confirmed the GOCR position on November 13, and stated that they
opposed no-action motions on principle. She said that the Canadian
government had also discussed the issue with them to secure their
vote specifically on the Iranian resolution. Additionally, she
said that they would consider sending representatives from their
Embassy in Guatemala city to speak with the GOG, and that she would
bring up the matter with the Guatemalan Foreign Minister at an
upcoming regional meeting in Mexico.
