1. (SBU) Econoff met with Bureau of Maritime Affairs Commissioner
Binyah Kesselly October 6 to deliver reftel demarche informing GOL
of USG intention to seek re-election to category "A" membership on
the Council of the International Maritime Organization (IMO).
2. (SBU) GOL thanked USG for the notice and reaffirmed the GOL's
intention to seek election to category "A" membership. The GOL
presented a dipnote July 9 urging the USG to support its IMO
candidacy, and Kesselly met with IO DAS Nerissa Cook September 2 to
deliver a similar message. Kesselly refused to reveal Liberia's
voting intention unless the USG reciprocated.
