Following up on post,s September 30 diplomatic note
containing reftel request for support for the U.S. IMO
candidacy, post spoke with Ministry of Foreign Affairs and
Cooperation Deputy Director General for Multilateral Economic
Relations and for Air, Sea and Land Juan Luis Munoz de
Laborde on October 16. Munoz de Laborde indicated that,
while he understands that we do not support candidacies on a
reciprocal basis, he believes the United States, role in the
IMO is of the utmost importance.
