On October 21, poloff delivered the invitation detailed in
reftel to MFA Americas desk officer Reina Charbel. Charbel
indicated that acting MFA Director General William Habib
might represent Lebanon at the forum. We will follow up with
Charbel next week after Foreign Minister Fawzi Salloukh and
Habib return to Lebanon.
