SUBJECT: EXBS: TAIWAN MONTHLY REPORTING CABLE - SEPTEMBER 2009
I. BROAD ITEMS OF INTEREST TO ADVISORS AND AGENCY MANAGERS:
(SBU) During the week of September 7, the Advisor accompanied five
(5) Taiwan officials to Washington, DC, for export control meetings.
The delegation met with the Departments of Commerce, Homeland
Security (CBP), Justice, and State. The meetings at Commerce were
to review U.S. export control rules for dual-use items. Since
Taiwan is planning to organize a seminar on Export Administration
Regulations, the meetings were good introductions to U.S. rules on
dual-use export controls. The meetings at DHS and Justice were to
review upcoming International Air Interdiction Training and
Nonproliferation Exchange for Prosecutors and Investigators,
respectively. The meetings at State were to brief Taiwan officials
on the International Export Control Conference held in Istanbul,
Turkey, in June 2009, and to review bilateral nonproliferation
policy issues.
II. TRAINING CONDUCTED DURING REPORTING PERIOD:
None
III. UPCOMING TRAINING:
(SBU) Scheduling of programs for the remainder of CY09 is pending.
Possible programs that could be executed in the next 2/3 months are;
ICP deployment workshops, prosecutors and investigators training,
and commodity identification tool instructor training. The Advisor
is waiting for clarification/confirmation on funds transfers to
implementing agencies and contractors.
IV. UPCOMING MEETINGS:
1. (SBU) On October 15, the Advisor will attend the grand opening of
the MacArthur Center for Security Studies at National Chengchi
University. Professor Liu Fu-kuo, the Executive Director of the
MacArthur Center, is also a Taiwan representative to the WMD Working
Group of the Council for Security Cooperation in the Asia Pacific
(CSCAP).
2. (U) On October 28, the Advisor will deliver a speech on export
controls to 100 - 150 students of the Chinese Cultural University in
Taipei.
3. (SBU) The Advisor is working with Taiwan and ISN/CB on a CWC
seminar on November 4 in Taipei. An official from CB is expected to
attend. The seminar will be hosted by the Industrial Development
Bureau of the Taiwan Ministry of Economic Affairs.
4. (U) On November 18, the Advisor will be an instructor at an
Export Administration Regulations seminar in Seoul, Korea. The
Ministry of Knowledge Economy of the Republic of Korea is organizing
the seminar.
