1. (SBU) Upon receipt of reftel demarche on October 14,
Department of Foreign Affairs and International Trade DFAIT)
Deputy Director for Israel/West Bank and Gaza Greg Lemermeyer
promised to deliver the U.S. talking points to Canada's
permanent mission to the UN immediately and to report back to
poloff whether Canada's Permanent Representative decided to
speak in the October 14 open session. Poloff emphasized the
importance of broadening the dialogue in the special session.
DFAIT's Deputy Director of the Human Rights Policy Division
Flavie Major confirmed that Canada shares the U.S. belief
that the Goldstone Report is deeply flawed and should be
discussed in the Human Rights Council (HRC), where Canada now
has observer status.
