1. LEAD STORIES: Top stories on Tuesday morning included the
election of former Finance Minister Sadakazu Tanigaki as the new LDP
leader in the party's presidential election on Monday.
2. "Stage Being Set for Resumption of Six-Party Talks" The
business-oriented Nikkei wrote (9/29): "Regarding the North Korean
nuclear issue, concerned nations have begun setting the stage for
the resumption of the Six-Party Talks, which have been inactive for
more than nine months. China announced on Monday that Premier Wen
Jiabao will visit North Korea. Foreign ministers from Japan, China,
and South Korea held a meeting and confirmed their unity against
North Korea. Concerned nations will use the comprehensive bilateral
talks with the U.S. that North Korea desires and economic assistance
as diplomatic cards in a strategy of 'dialogue and pressure' to urge
North Korea to move forward in the process of abandoning its nuclear
programs and return to dialogue. These moves are likely to gather
greater momentum as we head into October."
