1. This is an Action Request. See paragraph 4.
2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Post's assistance in conducting
a pre-license check on licenses 050187515, 050190012, and
050190221 for the export of ammunition to Argentina. Post is
requested to complete this Blue Lantern check within 30 days.
Lack of response to a Blue Lantern check will affect pending
and future licenses involving parties to this license.
3. Reason for Request: Based on a comparison of supporting
documentation, it appears that end-users Stahl Hunter
(050187515), Pablo Pereyra Pose (050190012), and Paulina
Pereyra Pose (050190221) are operating under the same
business. A Blue Lantern check conducted on Stahl Hunter in
2003 raised some general concerns with the large quantities
of ammunition being imported into Argentina by the company
(REFTEL). This check is to establish the bona fides of these
end-users and to determine the annual sales of the companies.
4. Action Request: Post is requested to establish the bona
fides of end-users Pablo Pereyra Pose and Paulina Pereyra
Pose/Stahl Hunter by making inquiries to representatives of
the companies and appropriate authorities of the Government
of Argentina. Post is specifically requested to verify if
Pablo Pereyra Pose and Paulina Pereyra Pose are operating
under the same business. The following points are included
for guidance:

established? Who are its principals?
--Does the company do business under any other name? Does
the company do business in any other countries?
--What products and services does your company provide? Who
are your regular customers and where do they reside?
--What is your relationship to Stahl Hunter? To Paulina

--Why did you and Paulina Pereyra Pose submit two separate
purchase orders for ammunition with two separate names? Why
did those two purchase orders bear the same purchase order
number? Why do they list different addresses? (NOTE:
Compare the data on the purchase orders listed in paragraphs
5B and 5C).
--What are your annual sales of U.S.-origin firearms and
ammunition (i.e. value and quantity)?
--Do you sell firearms or ammunition to customers that reside
outside Argentina?
--Are you familiar with the regulations governing the import
of U.S.-origin defense articles, including restrictions on
re-transfer or re-export?

--Is Stahl Hunter properly authorized to import and sell
defense articles in Argentina? Is Pablo Pereyra Pose properly
authorized to import and sell defense articles in Argentina?
Is Paulina Pereyra Pose properly authorized to import and
sell defense articles in Argentina?
--Do you have any information on Stahl Hunter, Pablo Pereyra
Pose and/or Paulina Pereyra Pose that would question their
reliability as a recipient of U.S. defense articles?
In its reply, Post may also comment on any other information
pertinent to these transactions such as security of
facilities, end-use, and concerns about the quantities.
