SUBJECT: NICARAGUA: HUMAN RIGHTS INDIVIDUAL VETTING REQUEST
FOR U.S.-SPONSORED TRAINING: RSO, MS-13 GANG TASK FORCE
TRAINING
1. We request the Department's assistance in screening the
following individuals who have been nominated for USG-funded
training, pursuant to the Leahy Act and the Foreign
Assistance Act.
2. The following individuals will attend MS-13 Gang Task
Force trainings in Virginia, North Carolina, California and
El Salvador from October 7 - 30, 2009. The names are listed
with the surname first, followed by rank and DOB:
Unit: Nicaraguan National Police
Sevilla Midence, Cruz Alonso; Comm; 02 May 1965
Navas Funes, Domingo de Jeses; Comm; 04 Aug 1958
3. As the U.S. Embassy Managua Leahy vetting coordinating
office, we certify that Post has completed its own local
vetting and found no credible evidence of gross violations of
human rights.
4. In order to prepare for the participants' travel, we
appreciate the Department's response by October 5, 2009.
