1. Unauthorized disclosure of the information provided below is

2. Reftel requested a post-shipment verification to determine the
legitimacy and reliability of the end-user, MIKROHVYLYA LTD, KYIV,
UKRAINE. The company is listed on BIS license application: 06210023
as the ultimate consignee of various amounts and items consisting of
I.C 6 bit digital atten, NEG CTL DC-13GHZ, I.C 6-18 Ghz medium power
amplifier, GAAS PHEMT MMIC LNA 7-14 Ghz, wideband MMIC VCO w/Buffer
Amp, driver amplifier, mixer, HIG IP3, DB, 4-12 Ghz HPA7, 12 lead
3x3mm, I.C.5.8 Ghz PA, 16 L LPCC, switch, 8 lead MSOP w/PAD . I.C.
SP4T positive bias switch DC-3.5 Ghz, I.C. SP4T positive bias switch
DC-3.5 Ghz,I.C. 5-12 Ghz MSOPS SMT and mixer, 24 lead 4x4 mm. No
ECCN given. The licensee is Hittite Microwave Corp., 20 Alpha Road,
Chelmsford, MA 01824.
3. On September 1st, 2009, CS Kyiv SCO Richard Steffens and LES
Ruben Beliaev conducted the requested post-shipment verification at
the offices of MIKROHVYLYA LTD, KYIV, UKRAINE. The CS Kyiv team met
with Mr. Anatoliy Tusenko, Director of this company.
4. MIKROHVYLYA LTD was created in 2003 and has 6 employees.
MIKROHVYLYA LTD produces receiving/broadcasting electronic devices
for Ukrainian industrial users such as TV and radio broadcasting
stations. MIKROHVYLYA LTD director advised the CS Kyiv team that
MIKROHVYLYA LTD imports mainly from these U.S. companies: Hittite
Microwave, Micro Lambda, M/A Com. MIKROHVYLYA LTD director stated
that during the course of doing business with U.S. exporters of
licensable dual use commodities, MIKROHVYLYA LTD has become very
familiar with export compliance procedures and requirements.
5. MIKROHVYLYA LTD informed CS Kyiv team that the reftel commodity
was purchased through Filur Electric Ltd., as indicated in reftel.
The terms and conditions were standard business practice.
6. The CS Kyiv team was told that the reftel commodity is being used
for the end use for which it was licensed and was shown the
equipment built from subject electronic components. The commodity
was at the consignee's facility. There were no indications of
impropriety and the consignee's answers were not evasive.
7. Recommendations: Post recommends MIKROHVYLYA LTD, KYIV, UKRAINE,
as a reliable recipient of sensitive U.S. origin commodities.
