1. Post delivered reftel demarche on UNGA goals and objectives
to the MFA's Acting Director for External Relations, Elisa Da
Silva, on September 14.
2. Ms. Da Silva expressed her appreciation for the information
on the United States' priorities for the UNGA. Given the
presence of a UN mission in Timor-Leste, she believed her
government would take a particular interest in U.S. initiatives
in peacekeeping and conflict management. Timor-Leste has
experience with Formed Police Units (FPU) in UN missions (a
stated point of emphasis for the U.S.) and could be called upon
to share lessons learned from that experience.
3. Da Silva also believed Timor-Leste would be interested in
U.S. efforts regarding economic growth and development. She
welcomed the explicit endorsement by the U.S. of the Millennium
Development Goals.
