DE-ALERTING NUCLEAR FORCES

1. (SBU) Acting POLE counselor conveyed the request in reftel
A on September 28 to Andreas Friedrich, Head of the Arms
Control and Disarmament Section of the Federal Department for
Foreign Affairs (FDFA). Friedrich took careful note of the
request, but said that he would have to consult further
within the Swiss government before he could provide a
response. He was somewhat surprised to hear that the USG was
approaching only Chile and New Zealand, in addition to
Switzerland, explaining that he expected the same list of
co-sponsors on the resolution this year as last year (i.e.,
including also Malaysia, Nigeria, Sweden).
2. (SBU) Post will follow up with appropriate GoS contacts to
obtain a substantive Swiss response to our request as soon as
it is available, cognizant of the October 5 starting date of
the UN First Committee.
