1. Emboff relayed reftel A demarche points to Director Leah
Ruiz of DFA's Office of United Nations and International
Organizations (UNIO) on August 21, and urged the Philippines
to support U.S. candidate Lucretia Myers for the UN
International Civil Service Commission (ICSC). Per reftel B,
Post had initially contacted Director Ruiz in June, and was
told then that DFA had referred the matter to the Philippine
Civil Service Commission (PCSC) to obtain their
recommendation regarding which candidate to support.
According to Ruiz, the PCSC has still not delivered its
recommendation to DFA, but she will follow up with PCSC to
see if they will offer their recommendation soon. Post will
continue to engage DFA to seek Philippine support for Ms.
Myers' candidacy.
