RSO-02-2009 - ILEA BANGKOK POST BLAST INVESTIGATIONS COURSE

1. (SBU) The Department of State reviewed its files and finds that,
to date, it possesses no credible information of gross violations of
human rights for the individuals identified below. These individuals
are candidates for participation in the RSO - ILEA Bangkok-Post Blast
Investigations Course scheduled from January 12-23, 2009. The
approximate U.S. funding for this training is $16,370.
2. (U) Candidates:
Agung MARLIANTO; Police Captain; Chief of Investigations Unit IV CID
for Surabaya Sub Regional City Police; DOB: 01-June-1977; POB:
Kolaka, Indonesia; Male
Muhammad Barly RAMADHANY; Police Lieutenant Colonel; Chief of
Detachment 88 Anti Terror for South Sumatera Regional Police; DOB:
10-November-1970; POB: Lampung, Indonesia; Male
Johanson Ronald SIMAMORA; Police Major; Chief of Readiness Unit for
Operational Bureau of Jakarta Metro Regional Police; DOB:
22-December-1971; POB: Sidikalang, Indonesia; Male
3. (U) The following individual falls under the provision of "one
year good for" policy (as prescribed in ref B) and does not require
at this time:
Hari BRATA; Police Captain; Chief of CID Unit for Palangkaraya
Divisional Police; DOB: 09-July-1976; POB: Padang, Indonesia; Male
4. (U) To authorized parties: Embassy verifies that the Department of
State possesses no credible information of gross violations of human
rights by the individuals listed above, as of this date. Post may
cite this cable in response.
5. (U) If, in the future, post becomes aware of possible human rights
violations by the individuals listed above, post should inform the
Department and not proceed with training.
