1. (U) Poloff met with Ahreum Cho of the Security and
Counter-Terrorism Cooperation Division within the Ministry of
Foreign Affairs and Trade (MOFAT) on December 12. Cho
welcomed the information in reftel A, and will pass on the
information to her director and to MOFAT representatives in
the United States. Cho believed that the ROKG would give a
positive response, especially as the ROKG's position is
similar as that in reftel A. Cho noted, however, that the
ROKG prefers that the land-based, anti-piracy efforts focus
on capacity building as outlined in reftel B.
