7. The Millennium Challenge Corporation (MCC), on
behalf of the United States Government, and The
Ministry of Planning and Development (MPD) on behalf
of Government of Mozambique and have entered into a
Millennium Challenge Compact for Millennium Challenge
Account assistance to help facilitate poverty
reduction through economic growth in Mozambique (the
QCompactQ) in the amount of approximately of USD 507
million (MCC funding). The objective of the proposed
program is to reduce poverty through economic growth
in Niassa, Cabo Delgado, Nampula and Zambezia by
focusing on physical assets investments, policy
reform, capacity building and institutional
strengthening.
The program contains four projects: (i) the Water
Supply and Sanitation Project (WSSP), (ii) the Roads
Project, (iii) the Land Tenure Services Project, and
(iv)the Farmer Income Support Project. Implementing
entities for the various projects will include
government ministries and agencies, NGOQs, private
companies, or other entities.
8. This Invitation for Proposals follows the General
Procurement Notice that appeared in dgMarket on July
29, 2008: UNDB Online on August 5, 2008 and Jornal
Noticias on August 1, 2008.
The MCA-Mocambique now invites proposals to provide
the consultant services referenced above ("Proposals")
to Feasibility Study, Environmental and Social Impact
Assessment, Design and Supervision in Three Water
Cities: Pemba, Nampula and Quelimane funded by the
Millennium Challenge Corporation of the United States.
In general, the scope of work for this Consultancy
Service ids to provide the necessary assistance to MCA
and the Implementing entity of FIPAG to enable them to
accomplish the objectives of the water supply in the
following cities: Pemba, Nampula and Quelimane. More
details on the services are provided in the Terms of
Reference.
A Consultant will be selected under the: QQCBS
method, the evaluation procedure for which is
described in sections of the RFP in accordance with
:MCC Program Procurement GuidelinesQ which are
provided on the MCC website: www.mcc.gov. The SPN and
complete RFP will be place on the following websites:
http://mcc.dgmarket.com; http://devbusiness.com and at
http://www.mpd.gov.mz. Prospective Bidders should
also contact the address given on Item 6B, to receive

an electronic copy of the complete RFP. Consultant
submissions shall make reference to REF. No.: QCBS-
MCA-MOZ-WS01-08-39: Feasibility Study, Environmental
and Social Impact Assessment, Design and Supervision
in Three Water Cities: Pemba, Nampula and Quelimane,
which must be submitted no later than 10:00 am (local
time) on January 23, 2009 at the above mentioned
address.
