(SBU) On December 15, the Ambassador delivered reftel points to Vice
Foreign Minister Pham Binh Minh, urging Vietnam to support a UNSCR
expressing support for the Annapolis peace process. VFM Minh
assured the Ambassador of Vietnam's support for the peace process
and said that its mission in New York would likely back the
resolution. While careful not to commit his government to support
the resolution without changes, VFM Minh acknowledged the
Ambassador's point that any amendments to the current language would
likely prevent the resolution from being passed and promised to
relay this to Vietnam's mission in New York.
