SUBJECT: DEMARCHE DELIVERED ON UNITED NATIONS HARMONIZATION OF
CONDITIONS OF SERVICE

(SBU) Poloff conveyed reftel demarche points to Constancio
Pinto, Director General for External Affairs at the Ministry of
Foreign Affairs. Poloff urged the Government of Timor-Leste to
support the U.S. proposal for harmonized conditions of service
and streamlined contractual arrangements at the United Nations,
which would establish a system that escalates benefits in
accordance with type of appointment and length of service. Mr.
Pinto reported that he will consult the matter with the Minister
of Foreign Affairs prior to conveying a final answer. Post will
report back any subsequent response.
