SUBJECT: GHANA: DELIVERY OF DEMARCHE ON IRAN'S ATTEMPTS TO
EXPAND BANKING RELATIONSHIPS

1. (SBU) ECONOFF delivered subject demarche to Paul Acquah,
Governor of the Bank of Ghana, and Lionel Van Lare Dosoo,
Deputy Governor of the Bank of Ghana. Governor Acquah said
that no banking license applications have yet been received
at the Bank of Ghana from any Iranian entities. The
officials did not indicate the Bank of Ghana,s disposition
toward the possibility of any future Iranian applications.
2. (SBU) In response to REFTEL points, Governor Acquah stated
his belief that these matters would likely be discussed at
the next Inter Governmental Action Group Against Money
Laundering (GIABA) meetings, expected in early 2009.
3. (SBU) Post will monitor the financial sector for any
developments regarding Iranian banking activities in Ghana
and advise the Department.
