SUBJECT: SITUATION REPORT FOR DRC - NOVEMBER 12, 2008,
AS OF 5:30 PM CENTRAL AFRICAN TIME (GMT +1)
1. (U) All times Kinshasa (GMT + 1) unless otherwise indicated.
2. (U) The items contained in this situation report consist
principally of spot information from various sources. This report
is not exhaustive, nor can all the information contained therein be
confirmed at this time.
Security Situation in Goma and Surrounding Area

3. (SBU) A MONUC situation report sent to Poloff by a contact at
MONUC headquarters in Kinshasa notes that around 75,000 IDP's are in
Kibati, just north of Goma. According to the report, if fighting
breaks out in the area, it is likely that a massive and disorganized
influx towards Goma, intermixed with FARDC elements and followed, in
this scenario, by CNDP soldiers, would quickly lead to an
unmanageable security situation. Moreover, undisciplined FARDC
elements are known to be circulating in the area of Kibati,
committing deprivations against the IDP's.
4. (U) Press reporting notes that shots were fired on the frontline
north of Goma on November 11, according to MONUC military spokesman
Lieutenant Colonel Jean-Paul Dietrich. However, he was unable to
offer precision as to who was involved in the incident.
5. (SBU) Press reporting also alleges that the CNDP has formed its
own government in North Kivu, with ministers having been appointed.
However, USAID officer TDY in Goma states that she has not received
any press release or communique from CNDP officers, nor is anything
posted on the CNDP website, regarding this matter, casting doubt on
its veracity.
