STUDIES (NESA) COMBATING TERRORISM EXECUTIVE SEMINAR IN USA,
DECEMBER 02 TO 18, 2008
1. This is an action request. See para three.
2. The following candidate has been selected for participation in
the NESA Combating Terrorism Executive Seminar in USA, which will
begin on December 02, 2008. Post vetting was completed on November
11, 2008. Post requests that vetting be completed by November 26 to
provide sufficient time for processing. Post requests the department
conduct Leahy vetting for the following candidates:

3. Post requests that the Department of State authorize post to make

gross violations of human rights by the above named individual or
unit."

5. COMMENT: Embassy has no information to indicate these
individuals or any units they have served in have been involved in
gross violations of human rights.
