President-Elect Barak Obama dated November 7, 2008, from Mr. Jremie
Ngendakumana, Chairman of the ruling political party Conseil
National pour la Dfense de la Dmocratie-Forces pour la Dfense de
la Dmocratie (CNDD-FDD). The original letter is being forwarded to
the Department for transmission to the President-elect's transition
team.
