1. The Embassy delivered reftel A to the Ministry of Foreign
Affairs Director of Political Affairs, Sekouba Cisse, on
November 17. Director Cisse said Mali would take our
recommendation regarding no-action motions into account and
promised to relay this information to his superiors.
2. We also reiterated, per reftel B, our active support for
Michel Sidibe's candidacy for UNAIDS Executive Director.
This demarche was delivered to Foreign Minister Moctar Ouane
and Health Minister Oumar Ibrahima Toure on September 12
(Ref. C) but apparently did not filter down to the person in
the MFA charged with tallying support for Sidibe. Director
Cisse said he was very happy to learn of our support for
Sidibe and said he would instruct his subordinates to add the
U.S. to the list of countries supportive of Sidibe's
candidacy.
