1. Ministry of Foreign Affairs, International Cooperation Bureau,
Global Issues Cooperation Division official Shinsuke Okawa told
Emboff October 1 the GOJ is ramping up its preparations for the Doha
high-level FfD Review Conference in November (reftel). Okawa's
division leads formulating the GOJ's position on the Outcome
Document, coordinating with the Ministry of Finance, the Financial
Services Agency and the Ministry of Economy, Trade and Industry.
The GOJ has not yet determined who will lead the Japanese
delegation. Okawa reported a Senior Vice Minister attended the 2002
FfD Conference in Monterrey and Okawa said the level of GOJ
representative may depend on the internal political situation in
November.
2. Ministry of Finance International Bureau Development Policy
Division Section Chief Emiri Suzuki said her office is also
reviewing GOJ's positions, in the run-up to the conference
specifically on debt relief, and noted the USG's interest in a
successful outcome in Doha. She also anticipates working with yet
unnamed counterparts in the Japan International Cooperation Agency
and the Japan Bank for International Cooperation.
3. Emboffs will report additional information relevant to the GOJ's
participation in the Doha high-level FfD Review Conference as it
becomes available.
