1. (SBU) On September 29, Econoff met with Mr. Daryl Sng, Deputy
Director of the International Organizations Directorate at
Singapore's Ministry of Foreign Affairs, and discussed negotiation
of the Outcome Statement of the Financing for Development (FfD)
Review Conference per reftel. Mr. Sng said that Singapore's UN
mission would have the lead on its participation in the negotiations
on the FfD document, but assured Econoff that the mission was in
close contact with the Ministry of Finance and Ministry of Trade and
Industry in Singapore. He explained that although Singapore was a
member of the G-77 block, it had always been free-market oriented
and believed strongly in the importance of open trade and free
markets to economic development. Mr. Sng said that Singapore would
make its views known in the G77 and would advance its views through
the G-77 as well.
2. (U) Mr. Sng recommended USUN officials contact Ms. Edna Chia,
1st Secretary at Singapore's UN mission, for closer discussion on
Singapore's views.
