1. (SBU) PolOff delivered reftel demarche on "Elections in
Afghanistan" to Ministry of External Affairs (MEA) Deputy
Secretary (Pakistan Afghanistan, and Iran), Piyush
Shrivastava on October 14. Shrivastava assured PolOff that
India would contribute to the Afghan elections, but was vague
about whether the contribution would be a monetary one. When
pressed about whether India would make a financial
contribution and if so, whether it would be new money or come
from the already pledged $1.2 billion amount, Shrivastava
said MEA had not decided such specifics as yet.
2. (SBU) In a separate meeting on October 20, Joint Secretary
(Pakistan, Afghanistan and Iran) M.S. Raghavan mentioned to
Staffdel Oostburg that India planned to contribute technical
expertise to the Afghan elections, but did not make any
mention of a financial contribution.
