7. The Ministry of Planning and Development (MPD) on
behalf of Government of Mozambique and The Millennium
Challenge Corporation (MCC), on behalf of the United
States Government, has entered into Compact to be
implemented during 5 years. The objective of the
proposed program is to reduce poverty through economic
growth in four provinces of Mozambique (Niassa, Cabo
Delgado, Nampula and Zambezia) by focusing on certain
investments in physical assets, policy reform, capacity
building and institutional strengthening.
The program contains four projects: (i) the Water Supply
and Sanitation Project (WSSP), (ii) the Roads Project,
(iii) the Land Tenure Services Project, and (iv)the
Farmer Income Support Project. Implementing entities
for the various projects will include government
ministries and agencies, NGOQs, private companies, or
other entities.
8. This Invitation for Proposals follows the General
Procurement Notice that appeared in dgMarket on July 29,
2008: UNDB Online on August 5, 2008 and Jornal Noticias
on August 1, 2008. The MCA-Mocambique will select a
Community Land Initiative Manager Q ITC Q (Consultancy
Firm) whose objective is to establish and administer a
grant fund providing the technical support required in
leading and facilitating the ITC in Nampula, Zambezia
and Niassa provinces. The focus will be on providing
financial, technical and planning services to rural
communities as a means to stimulate economic development
within the provincial and district frameworks and enable
the securing of land and natural resources rights.
MCA now invites Consultant Services to submit Proposals
for the Program Management of ITC in Mozambique Land
Component. The general objectives of the consultancy
are: (i) establish and support the ITC offices and
operations of Provincial Steering Committees (PSCs) in
three provinces; (ii) administer and manage the ITC
grant fund in the three selected provinces; (iii)
mobilize and manage technical support component; (iv)
increase public awareness of ITC objectives and others.
A consultant will be selected under the QQCBSQ method,
the evaluation procedure for which is described in
sections of the RFP in accordance with QMCC Program
Procurement GuidelinesQ which are provided on the MCC
website www.mcc.gov. The SPN and complete RFP will be
placed on http://mcc.dgmarket.com;
http://devbusiness.com and at http://www.mpd.gov.mz.
