REF: SECSTATE 99123
Per reftel request, Post considered possible entities for the
DOL's Iqbqal Masih Award for elimination of child labor.
Since Portugal does not have a significant problem with child
labor, the GOP only has one watchdog organization monitoring
the problem and keeping it in the public's view, the
Prevention and Elimination of Child Labor Program (PETI).
PETI's work, by its own admission, is very limited and
focused on educating rural populations on the hazards of
child labor. As a result, Portugal does not have a candidate
that meets the criteria for this award.
