On October 31, Poloff spoke with Nicholas Twist, Deputy
Director of Disarmament and Non-Proliferation at the
Department of Foreign Affairs. Twist stated that Ireland had
not yet received an invitation to this conference and that
they would not participate. He asserted that the EU is
closely aligned on this issue and that no member state wishes
to send the wrong message by participating.
