1. (SBU) PolOff delivered ref points to Mario Horvatic,
Croatia's representative to the IAEA Board of Governors.
Horvatic indicated the GOC has not conveyed to him its
official position regarding the candidacies of Syria, Iran,
and Afghanistan. He noted his personal preference that
neither Syria nor Iran receive a seat on the IAEA Board of
Governors. He supported Afghanistan's candidacy and planned
to recommend that the GOC do the same. Absent further
guidance from his capital, GOC policy would follow his
personal preference.
