1.(U) This is an Action Request. See paragraphs 2-4.
2.(U) The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests
Post's assistance in conducting a pre-license check on
application 050122252 for the
export of microwave amplifiers to Nigeria. Post is requested
to complete this Blue
Lantern inquiry within 30 days. Lack of a response to a Blue
Lantern inquiry will affect
pending and future licenses involving parties to this license.
3.(SBU) Reason for request: To confirm the bona fides of
transaction with the Nigerian
Government since application lacks contract, purchase order,
DSP-83 or other documentation from
end-user; Foreign Consignee, Sematron Italia, was the subject
of an unfavorable Blue Lantern
reported in Reftel B; and concern commodity may be diverted
to a proscribed entity.
4. (U) Action Embassy Abuja: Department requests that Post
make inquiries with the Nigerian
MOD to confirm that its Air Force ordered the items listed on
the application for the
stated purpose.
