1. Embassy Brazzaville is an unclassified post.
2. Charge met with Ambassador Giselle Ngondo, Ambassadeur
Itinerant, special adviser to the Republic of Congo (RoC)
Minister of Foreign Affairs Basile Ikouebe for the UNGA
delegation. Charge emphasized the U.S. commitment to promote
human rights and urged Ambassador Ngondo to make sure that RoC
participates in the Third Committee session. Charge underlined
the importance of finding a peaceful democratic solution to
Zimbabwe's on-going democratic and human rights issues. While
in agreement with the need to have a strong support for human
rights, Ambassador Ngondo said she could not commit the RoC to
participating in drafting or co-sponsoring a resolution.
3. Foreign Minister Ikouebe will be the highest-ranking member
of the RoC delegation at the upcoming UNGA. Ambassador Ngondo
and the Minister are scheduled to arrive in New York on
September 16.
