ARREST
1. LEAD STORIES: Front-page items on Monday morning
included a Nikkei poll showing a 12 point increase from
June to 38 percent support for the new Fukuda cabinet
following the cabinet shuffle on Friday.
2. "Karadzic Trial Significant" The business-oriented
Nikkei editorialized (8/4): "The proceedings against
former Bosnian Serb leader Karadzic, who was indicted
for war crimes committed in the former Yugoslavia,
opened in the International Criminal Tribunal in the
Hague. We hope that a fair trial will be held that will
determine his crimes, and that increased stability will
be achieved in the Balkans.... There remain strong
concerns in the U.S. and Europe that conflict could
flare up again in the Balkans, particularly in Kosovo.
In this context, it is significant that Serbia has
moved closer to the EU, as this has reduced the
possibility that it might ignore the will of the
international community and act unilaterally on
Kosovo."
