1.(U) This is an Action Request. See paragraphs 2-4.
2. (U) The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Post's assistance in conducting
a post-shipment end-use check on license 05-050091548 for the
export of defense hardware to the Czech Republic. PM/DDTC
Blue Lantern outreach team plans to accompany post to conduct
this check during its visit to Prague on September 8 and 9.
Post is requested to contact Lom Praha and arrange a meeting
with Blue Lantern team during this time period to discuss
this transaction.
3. Reason for request: Lack of documentation from the Czech
MoD, and need to verify its relationship with foreign
consignee Lom Praha S.P.
4. ACTION Prague: Embassy and PM/DDTC team is requested to
make inquiries with appropriate host government officials to
determine if the Czech MoD ordered the Mi-171Sh helicopter
spare component parts from Tel Instrument Electronics Corp.
and that the articles will be used for the purpose stated on
the license. Automated Export System (AES) data indicates
that the said items have NOT yet been shipped from the U.S.
Due to the lack of end-user documentation, Post is requested
to exercise its contacts within the Czech MoD to establish
the bona fides of this transaction. (POC is Mgr. Jiri
