1. This is an Action Request. See paragraphs 2-4.
2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Embassy's assistance in
conducting a post-shipment check on license 05-050090697 for
the export of 7-45555-5 Landing Gear Lever to Brazil.
Embassy is requested to complete this Blue Lantern check
within 45 days. Lack of response to a Blue Lantern check
will affect pending and future licenses involving parties to
this license.
3. Reason for request: Questionable routing to Brazil via
Israel and unfamiliar foreign intermediate consignee,
International Transportation LTD.
4. ACTION Brasilia: Embassy Brasilia is requested to make
inquiries with appropriate officials to determine if the
Brazilian Air Force, Ministerio da Defesa do Brasil, Commando
da Aeronautica, Sub Departmento de Desenvolvimento PGM Deped
has received the 7-45555-5 Landing Gear Lever and that the
articles are being used for the purpose stated on the
license.

ACTION Tel Aviv: Department requests that Embassy Tel Aviv
conduct a site visit to Intl Transportation LTD in order to
assess its business operations, on-site security, and general
reliability as a recipient of United States Munitions List
(USML) items. The following questions are offered as
suggested guidance with Intl Transportation LTD:
- Can the company provide documentation from the Brazilian
Air Force? (e.g. purchase order, contract, or letter of
intent) firmly establishing it as the end user?
- What is the company's exact role in this transaction?
- Who are the company's main clients?
- Does the company keep proper, detailed records of its sales
and customers?
If a site visit is not possible, please inform PM/DTCC case
officer.
