1. This is an Action Request. See paragraphs 2-4.
2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Embassy's assistance in
conducting a post-shipment check on license 050089390 for the
export of F-16 and E2C spare component parts to Singapore.
Embassy is requested to complete this Blue Lantern check
within 45 days. Lack of response to a Blue Lantern check
will affect pending and future licenses involving parties to
this license.
3. Reason for request: Lack of documentation from the
Republic of Singapore Air Force (RSAF), and need to verify
its relationship with foreign consignee, ST Aerospace
Systems.
4. ACTION: Embassy is requested to make inquiries with
appropriate host government officials to determine if the
RSAF has received the F-16 and E2C spare component parts from
ST Aerospace Systems and that the articles are being used for
the purpose stated on the license. Export data indicates that
items worth $9,338 shipped from the United States on March
22, 2008 and items worth $4,426 shipped from the U.S. on
April 9, 2008. Due to lack of documentation from the end
user, post is requested to exercise its contacts within the
RSAF to verify this order.

PURPOSE:
For the support of repairs and maintenance to be performed on
the F-16 and E2C Hawkeye aircraft owned by RSAF. GE Aviation
Systems Australia Pty Ltd is the purchaser of the parts. The
parts will be shipped direct to GE Aviation Systems in
Loyang, SN, a supplier of spare parts to ST Aerospace
Systems. ST Aerospace Systems is the prime contractor to the
RSAF for F-16 and E2C maintenance and will be performing the
repairs and maintenance for the RSAF Line Replaceable Units.
