1. (U) On June 24, 2008 Post delivered reftel demarche to the Czech
Foreign Ministry Director Pavel Kafka and to Eduard Prandstetter,
the Director of the Postal Services Regulations Department at the
Czech Telecommunications Office. Prandstetter, who will be
attending the UPU Congress, said that the Czechs would support the
U.S. candidacies to both councils, agreed with Zero Nominal Growth
and a ceiling, and supported UPU Cooperatives. The officials told
us that the EU is coordinating work on the UPU mission statement,
and already supported it in the first round, with Czechs being in
favor. As for the development of new financial services, Czechs
have been studying the issue and find it of interest but consider it
optional. They will wait until it is further developed.
2. (SBU) Czechs plan to present their candidacy in the United
Nations Environment Program (UNEP) Executive Council election in
November 2009 and would appreciate the USG's support.
