1. (SBU) Poloff met July 18 with Vicky Tchong, Secretary General
of Timor-Leste's Ministry of Foreign Affairs (MOFA), to seek
support for a prisoners of conscience event to be held at the
United Nations (UN) in New York during the final week of the UN
Economic and Social Council. Ms. Tchong said that Timor-Leste,
as one of 64 co-sponsors of the Declaration on Prisoners of
Conscience entered into the UN record on June 17, 2008, will
consider its support. She agreed to brief Foreign Minister
Zacarias da Costa on the issue and inform post on a final
decision of support.
