UNIVERSAL POSTAL UNION CONGRESS

1. This is an action request. See paragraph 4.
2. Post received the following Diplomatic Note CMB 291/466/01
from the Government of the United Republic of Tanzania (GOT)
on July 21 in response to Ref B demarche requesting GOT
support for the United States candidates for seats on the
Universal Postal Union (UPU) Council of Administration (CA)
and Postal Operations Council.
3. Begin text of diplomatic note:
"The Ministry of Foreign Affairs and International
Cooperation of the United Republic of Tanzania presents its
compliments to the Embassy of the United States of America in
Dar es Salaam and has the honor to refer to the latter's note
with reference No. 422/08, dated 8 July, 2008, concerning the
candidacies of the Government United States of America for
Membership of the Council of Administration (CA) and the
Postal Operation Council (POC) of the Universal Postal Union
(UPU) that will be held from 23 July to 12 August, 2008, in
Geneva.
The Ministry wishes to inform the esteemed Embassy that
during the same elections, the Government of the United
Republic of Tanzania would be seeking Membership of the
Council of Administration (CA) of the Universal Postal Union.
In view of the cordial relationship that exist between the
Peoples and Governments of Tanzania and the United States of
America, the Ministry wishes to propose a reciprocal support
arrangement for the candidatures of the two countries to UPU.
Should the proposal of reciprocal support be acceptable to
the authorities of the United States of America, a written
confirmation of the agreement would be highly appreciated to
that effect.
The Ministry of Foreign Affairs and International Cooperation
of the United Republic of Tanzania avails itself of this
opportunity to renew to the Embassy of the United States of
America in Dar es Salaam the assurances of its highest
consideration."

4. ACTION REQUEST: Post requests the Department's guidance
on what is the USG response to the above request for
reciprocal support for the GOT's candidate for Council of
Administration.
