SUBJECT: TOKYO MEDIA REACTION - EU-U.S. SUMMIT
1. LEAD STORIES: Top stories on Tuesday morning
included Tuesday's press conference by Prime Minister
Fukuda, in which he unveiled a "vision" regarding
Japan's efforts to combat global warming.
2. "Europeans Distancing Themselves from U.S." The top-
circulation, moderate Yomiuri wrote from Ljubljana,
Slovenia, where an EU-U.S. summit will be held today
(6/10): "The summit will be President Bush's last venue
for dialogue with Europeans before he leaves office in
about seven months. European interest in the U.S.,
however, has already drifted away from the Bush
administration, with attention now being paid to the
foreign policy of the next U.S. administration.... In
the cool judgment that the Bush administration no
longer has the power to persuade Congress on major
policy issues and that any returns from the U.S.
through hard negotiations would be limited, European
officials have low expectations for the summit....
Because of the generational change in the leadership of
Germany and France, there appear to be no major
divisive policy items between the U.S. and Europe other
than climate change. The Europeans, however, are
steadily distancing themselves from President Bush."
