1. This is an Action Request. See paragraphs 2-4.
2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Embassy's assistance in
conducting a post-shipment check on license 050071677 for the
export of F-100 engine aircraft parts to Japan. Embassy is
requested to complete this Blue Lantern check within 45 days.
Lack of response to a Blue Lantern check will affect pending
and future licenses involving parties to this license.
3. Reason for request: The commodities requested from
unfamiliar foreign consignee, Mitsubishi Cable Industries,
Ltd., appear excessive.
4. ACTION: Embassy is requested to make inquiries with
appropriate officials to determine if the Japanese Ministry
of Defense (JMOD) has received the F-100 engine parts and
that the articles are being used for the purpose stated on
the license. Department also requests that Embassy conduct a
site visit to Mitsubishi Cable Industries, Ltd. in order
to provide an assessment of its business operations, on-site
security, and general reliability as a recipient of United
States Munitions List (USML) items. Mitsubishi Cable
Industries, Ltd. POC is Osamu Murata (Managing Director)
81-3-3216-1585. The following questions are offered as
suggested guidance with Mitsubishi:
Can Mitsubishi provide documentation from JMOD verifying it
as the end user? Does the company have an established,
legitimate customer base to which it plans to sell these
commodities? Does the company keep proper, detailed records
of its sales and customers? Does the company understand the
restrictions on USML articles, particularly regarding
re-export and retransfer?

PURPOSE:
Articles will be sold and exported to applicant,s wholly
owned subsidiary, DuPont Kabushiki Kaisha, for resale and
shipment to a contracted distributor, Mitsubishi Cable
Industries, Ltd., for use in machining finished parts for
sale and shipment to their customer, Ishikawajima Jet
Service, Ltd., for assembly on the turbo-fan engine
F-100-IHI-220E for the F-15J fighter jet to be used by the
JMOD.
