PolOff delivered reftel demarche to the Ministry of Foreign
Affairs, Department Head for UN and Global Issues, Kamen
Velichkov on June 13, and at that time, no decision had been
made on the Bulgarian delegation or contribution to the
Vienna Conference. On June 16, Middle East and Africa
Directorate Expert, Yuliya Pirozlieva told PolOff that the
Foreign Minister will not be able to attend the conference
and that the Bulgarian Ambassador to Vienna, Radi Naydenov,
will attend. Noting that Bulgaria did not have significant
donor capacity and that past contributions had been in-kind,
she said that no decision had been made about the Bulgarian
contribution this time. Pirozlieva said that Bulgaria shares
the U.S. view on the importance of the conference.
